Should the 6th be "South Looped"?

I was reading this old post from Nov. 2008 at the CAPCC blog regarding a business conference that was held at the Capt. Hardtime restaurant. Issues that were discussed were there were gang-related violence & vandalism as well as discussing the issue of former CHA residents moving into our neighborhoods. In addition to the use of police surveillance cameras on the 79th Street commercial strip.

Then I saw a comment under that post:
The solution to the problems encountered in the Chatham enclave is simple: Chatham needs to be "South Looped."
Now the question is what is "South Looped" and what would that mean for Chatham?

 Assuming that this refers to the part of the downtown area, referred to as the South Loop here are a couple of frames of reference to consider.
